Try this:

In Outlook, go to Tools/ Options/Mail Format

Uncheck use Word to edit messages and set the message typ to plain text or
html.

Then try sending the mail message.

If it works, then the problem could be:
329918 OL2002: Cannot Send Outgoing Mail
