If you mean using the POP connector in SBS to download mail from
multiple POP accounts and deliver them to the Exchange server, that
should be no problem. I haven't used the POP connector in Exchange, but
I've used POPBeamer which performs a similar function. GFI also offers a
feature like this (POP2Exchange) either with MailSecurity or
MailEssentials - I forget which.

Relaying is when you try to bounce a message for a user off a third
party mail server (not yours, not theirs). For example, you are
"user@a.com" and you want to send a message to "user@b.com". If you try
to send this message by connecting to "smtp.c.com", this would be
considered relaying.
