It's strange that you can access sites like OWA, but not the RWW at certain
times. As far as I know there are no system policies that configure this on
SBS.
You can check the IIS logs to see how the requests are being processed. The
log is located in %windir%\system32\logfiles\w3svc1. Just look at the last
log created and find the request made by your client computer. You can
compare it to a successful request that is made to another virtual directory
like OWA (/exchange). You can post your log offline and I can help you read
it.
