Cannot access Group Policy Editor on a SBS 2003 Server

I have a Dell server, with a preinstalled Windows Small
Business Server 2003. On installation I found the network
to be running very slowly. I picked up an article from the
network (

r.aspx ) and edited using the policy editor as per the
instructions (using administrator login).
I am now totally
excluded from using the policy editor and even following
the Help instructions, I cannot renew my access to the
editor. I have looked at the back posts on this, but
cannot find anything directly relevant to this. Any help
to get my editing rights back again would be appreciated.
