SBS licenses can be organized by user, device, or a combination of user and
device.
The licenses are installed and the server will keep track of the concurrent
connections to the server's resources.
Users are unique objects in teh Active Directory so if "per user" is
installed, then it will count a session for each logon.
If "per device" is selected, then it will not account for that user
connecting with a variety of devices like OWA, OMA, workstation, etc.
Choose Your License Type
Both editions of Windows Small Business Server 2003 have two types of
Client Access Licenses (CALs) to choose from: device-based (device CALs) or
user-based (user CALs). These options offer you the flexibility to choose
the licensing that best suits the needs of your organization.
Device CALs
With device CALs, you acquire a CAL for every device that accesses your
server. With this option, any user can access the server on the licensed
device. Device CALs might make the most economic and administrative sense
for an organization that has multiple users for one device, such as shift
workers.
User CALs
With user CALs, you acquire a CAL for every named user accessing your
server. The licensed users can access the server from any device. User CALs
might make the most sense for an organization that has many roaming
employees that need access to the corporate network from mobile devices
and/or employees who use multiple devices to access the network.
