Hi Antony,
It's not installed in a default SBS2k3.

Install prerequisite services -Message Queuing
Message Queuing is not installed by default on Windows Small Business Server
2003. You need to install it from the Windows Components Wizard.
1.. On the Start menu, click Control Panel, and then double-click
Add/Remove Programs.
2.. Click Add/Remove Windows Components.
3.. Select the Application Server check box, and click Details.
4.. In the Application Server dialog box, select the Message Queuing check
box.
5.. When Message Queuing is highlighted, click Details.
6.. In the Message Queuing dialog box, clear the Active Directory
Integration check box. Click OK.
7.. In the Application Server dialog box, click OK.
8.. Click Next.
9.. Complete the installation.
