Cahced Exchange + Roaming profile = problems?

We were previously a SBS2000 network with 50 CALs. On 1/30/04, we powered
down the SBS2000 box, and replaced it with a new SBS2003 box (65 user CALs).
Spent the rest of the weekend migrating server data and disconnecting
clients from the old domain and adding them to the new. Used the wonderful
new web based Connect Computer method (which, by the way, failed *everytime*
on Win2k Pro boxes, but not XP boxes, which most of ours were).
Anyway, apparently the default config for the Outlook 2003 client is to
operate in cached Exchange mode. Normally, I *love* the new cached Exchange
mode (as I use it personally with a hosted Exchange provider I'm a
subscriber of), but in this instance, it has been the single biggest problem
about our migration (which, overall, went quite smooth). Specifically, most
of our users have roaming profiles, and for those that do, cached Exchange
mode bombs big time. When the roaming profile users open Outlook, the
exact error message is:
"Microsoft Office Outlook Offline Folders - File access denied. You do not
have the permission required to access the file: C:\Documents and
Settings\USERNAME\Local Settings\Application
Data\Microsoft\Outlook\outlook.ost" and, after clearing the message two or
three times, Outlook closes, claiming it can't open the default folder(s).
Again, this only seems to occur on users with roaming profiles (70% of our
users have roaming profiles though). A workaround I've come up with is to,
on the client computer, go to Control Panel>Mail>Email Accounts>View or
change existing email accounts>change (Microsoft Exchange server) and take
the check mark out of "Use cached Exchange mode." HOWEVER, while the users
can now at least use Outlook, they still get the error message about 4 times
before and after they're into Outlook. Also, that workaround only seems to
work for a particular user on a particular computer. In other words, that
change doesn't seem to get associated with the roaming profile, and
therefore I'm having to make the change under each user on every computer
they could possibly use.
I *know* its not supposed to be this bad, and I know I've probably done
something wrong, but at this point, I don't know what I did wrong or, more
importantly, how to fix this. In hindsight, one solution would of been to
not deploy the Outlook clients configured for cached Exchange mode, but I
don't know how I would have changed that configuration, and its spilt milk
for me now anyway.
