Things are starting to make better sense now. Like you said earlier
there had to be something in place that previously allowed us to Browse over
each vlan since netbios is non-routable. I look in DHCP and there wasnt any
options configured in any of the subnets for Wins resolution. Its really odd.
I guess there really is no way we could have been browsing over any subnet
with the "computer browsing service" primarily Wins was enabled somewhere?

If you don't use WINS you should really disable NetBT on all computers.
NetBIOS is still needed if you want to browse, and without WINS it is
extremely chatty on the network. MS still recommends it if you want to
browse - and if you want to browse across routed subnets you'll need it. You
can then disable the computer browser service on all PCs. MasterBrowser is a
role you have with or without WINS if you've got NetBT enabled.

Some Background on about when this started: I recently added two
2008 servers to the domain, made them domain controllers,
transferred the DHCP information to the new servers and also
transferred the FSMO roles to the new servers. DHCP is working
fine, our DNS is "active directory intergrated" and it is working
fine. We do not have any Wins servers on the network and havent had

If you don't use WINS in each subnet you will not be able to browse
outside your own segment. I don't know why this was working before,
but something was clearly handling this - NetBIOS traffic is
broadcast, isn't routable and never has been.
