Windows 98 is out of lifetime, you should really think about upgrading. With 2008 there are known problems.

I just wanted to add to this by saying that I tried creating a brand
new username and that login was unable to log into the server2008
domain from the WIN 98 machine, but can login to XP and VISTA machines
with no problems.
