I would delete the existing scope and create a new one from scratch. Also check on the switch where all machines are connected if that is manageble and if some special settings configured.

What do you mean with enable dynamic allocation? If the client
machines use DHCP and no fixed addresses and the server is
authorized and the scope is activated the clients will start a
broadcast for the ip address.

The client machine uses DHCP. The address is being obtained
automatically.
However, on the server side, unless the MAC address has been
reserved,
the IP address will not be released.
And this is what I'm trying to revert.
