Even though it doesnt say anything about shell32.dll, I've known people with
the same problem as you and installing this hotfix, the problem was solved.

Hello,
After about an hour or so one of our Windows 2003 STD servers loses its
inbound connection to it. It can still ping out, just no one can ping back
in
to it. Reboot it, and the problem goes away for about another hour or so.
I've been watching the logs and think I have pinpointed it to the below
message which is showing up in the Application log. It looks like when
this
event occurs is when people lose connectivity. Please help!
