being used by the Client is forwarding the Queries to the DHCP Server that

If I want to add another scope for a second VLAN, do I need to have a
router present?
Let's make it easier to explain and pretend that the term VLAN does not
exist. They are just subnets,..that's it,..they are just subnets. It makes
no difference if they are virtual or physical,..they are just sunets. So
the correct question would be
"If I have more than one subnet and I want them to communicate with
each other do I need a LAN Router sitting between them?"
Yes you do,...always.
Or is there a way to program the ProCurve to do it?
It depends on which of the gazzillion models of ProCurve you have. Some are
Layer3 Switches,...some are Layer2 Switches,.....Layer3 is required.
A Layer3 Switch is a Switch and a Router built into the same physical
device. *But* you have to treat it as two separate physical devices
depending on if you are dealing with Layer2 functionality or Layer3
functionality at the particular moment you are dealing with it.
