linked by ipvpn (by Time Warner). The slow transfer rates only occur
when moving files between windows shares. Ftp transfers are many
times faster. I tried disabling fair-queue and cdp in the routers at
both ends of the connection to no avail. Please, any pointers would
be greatly appreciated.

Windows communication is comprised of a complex series of protocols and APIs
using RPC to communicate, which uses Kerberos for authentication. There is
much going on during the session. These are looked at as a 'heavy weight'
for file transfers. One thing to look for to ensure no hinderance is that
ALL ports must be wide open between locations (no firewall between
locations). Another is to ensure that the MTU is no less than 1500 on both
routers/VPN devices.

FTP has ALWAYS been faster because it is simple binary data transfer over
TCP. It is optimized for file transfer, hence it's name. However it is no
where near secure like Windows communications.

I am curious about the Time Warner VPN. What type of line did they provide
you? Is it cable? Keep in mind cable is asynchronis tranfer, meaning the
download is MUCH faster than the upload speed). FIOS is faster than cable.
Cleaner too. How about what type of equipment connects the two locations? Or
does it go to their system through their cloud?

Of course the bettter bet is a digital leased line, like a T1.

For our clients, we implement a Cisco PIX at each location, whether cable,
T1, FIOS, SDSL (not ADSL) is very fast. I'm not saying it's faster than FTP,
but there is no complaints about slowness from what you're implying. So I am
thinking it may be something in the way they implemented the tunnel.
