Difficulties getting Windows Server 2003 DC to connect and synch to an Internet time source.

Gurus,

I am having a hard time getting my Windows Server 2003 SP1 DC to connect and synch to an Internet time source. I followed the instructions in KB816042 "How to configure an authoritative time server in Windows Server 2003" to no avail. I have a Verizon broadband Internet connection.
