We are having a problem with windows Vista Business and Windows
server 2003 RS since installing service pack 2.

Browsing network shares and opening files has slowed down to a point
it is almost unusable, I have searched everywhere for a fix but
cannot find one. I have noticed a few posts from other people
describing the issue but they have resolved the issue by
un-installing SP2.

In addition to Ken's post, which explains why it is happening, take a look

Try the following before un-joining it from the domain:

netsh interface tcp set global rss=disabled
netsh interface tcp set global autotuninglevel=disabled

Reboot the machine. Then re-join. Reboot.

Instead of the website you're using, try using OEx (Outlook Express
or any other newsreader), and configure a news account, pointing to
news.microsoft.com. Anonymous access. It's free - no username or password
required nor do you need a Newsgroup Usenet account with your ISP. It
connects directly to the Microsoft Public Newsgroups. OEx allows you
o easily find, track threads, cross-post, sort by date, poster's name,
watched threads or subject. It's easy:
