server 2003 RS since installing service pack 2.
Browsing network shares and opening files has slowed down to a point
it is almost unusable, I have searched everywhere for a fix but

un-installing SP2.

Try the following before un-joining it from the domain:
netsh interface tcp set global rss=disabled
netsh interface tcp set global autotuninglevel=disabled
Reboot the machine. Then re-join. Reboot.
