Force Single NIC to be DHCP Server Win2003

I am trying to setup a ghost server that has an IP on 1 of 2 NIC's on
our company's network for backing up ghost images, but also a second
NIC with dhcp running on it.

The issue is that I cannot set the affinity for the DHCP server.
Pretty simple, I need to force a DHCP server to run on only one of two
NICs.
