A little more info about this problem.
Server to client seems to be decently fast also.

As a quick check I ran a test by downloading a 512mb file from one of the
servers to a clients machine with a 100Mb NIC. The file transfer was as slow
as could be with the net utilization on the client side staying around .19
yes that's .19
I then ran a test from server to server with the same file and it happened
quite quickly.
My first thought was probably a bad cable or the NIC in the client machine
was on its was out.
So I ran the test from another client and got the same results.
I then ran the test from client to client and the speed was as quick as
could be expected for ATA drives and a 100Mb NIC.
Does anyone have any idea of what could be wrong or what I should test next?
