No, you do not do it like that. As Chris said, there are lots of things to
consider.

The first thing is that you do not reconfigure your network to use
public IP addresses. You keep unroutable 192.168.x.y on the local LAN and
use NAT at the router to share the router's Internet connection.

You can stay with manual config but you need to understand what is going
on so that you correctly configure the DNS and default gateway settings.
Here is a sample setup (it's my home network, actually).

Internet
|
public IP
NAT device (D-Link704)
192.168.0.1
|
LAN machines (config from DHCP on the D-Link)
192.168.0.x dg 192.168.0.1 DNS ISP's DNS server

My clients are statically configured. I will get the Gateway, Primary
DNS,
& Secondary DNS from my ISP and setup each computer on the network.
