hi,
if it work so it seems that you have the wrong IP set the dns on clients. If
you put on clients the prefered dns 10.102.211.1 will work to even you don't
configure the lmhosts.

It looks like netbios is needed to join a domain. Because all my machine
are multihomed, I had to turn off Computer Browser service.

do you have the DC multihomed? From my opinion you must have multihomed on
w2k3 router and the clients gateway point to w2k3 according to segment where
they are.
