Most of the time servers don't reply to ICMP. Just because you can't ping a
machine, doesn't mean it is not running a service. Here is a list:

That server, 192.5.41.41, actually resolves to: ntp1.usno.navy.mil.and
tock.usno.navy.mil.
Therefore, my point was that this service MUST be set on the PDC emulator as
well as the necessary ports opened and allowed to the PDC Emulator. Since
you did not respond to that criteria, and I have NO idea what you are using
as a firewall, or if the local firewall is enabled, or what your network
configuration is like, then I will ASSUME this has not been taken care of.
Also, I'm not sure what the hotfix at
http://support.microsoft.com/?id=925340 that you mentioned you installed for
this issue, would have anything to do with the time service.
