Did you set the time service?
For Windows 2003, on the DC that holds the PDC Emulator Role (not the other
DCs because this guy becomes the default time source for domain machines),
run this:
net stop w32time
net time /setsntp:192.5.41.41
net start w32time
192.5.41.41 is one of the US Navy time sources.
MAKE sure that TCP 123 inbound and UDP 123 inbound are allowed in your
firewall to the PDC Emulator.
