NetUserGetLocalGroups fails in Win2003 Server SP1 [1433]

Hi,
I am trying to test whether a particular user is a part of Local
Administrators group in Windows 2003 Server. This API works on 2003
Server [without SP1] as well as Windows2003+SP1 bundle. But it does
not work on Windows 2003 + SP1 [applied separately]. But If I remove
SP1, then it works.

The NetUserGetLocalGroups API returns 1722

Anybody has any idea on this?
