It is built into TCP/IP, so it applies to everything - Windows, UNIX, Mac
OS, you name it.

Will this also apply to Server 2003?

It would cause all sorts of problems if it did. Numbers with leading
zeros are interpreted as octal, not decimal. So 192.168.011.021 is
equivalent to 192.168.9.17

Is there a way to make windows keep the leading zero's in an ip
address?
Ex. 192.168.001.001 not 192.168.1.1
.
