I cribbed most of the following something I found on winntmag.net - but
note, I've never tried it.

On a WinXP PC, run regedit, and go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
Create a new DWORD called IPAutoconfigurationEnabled
Set it to 0
Reboot the machine.
This disables APIPA on all your XP machines regardless of which NICs they
use.
You can then use Group Policy to send out a Windows Installer (.msi) file
or a logon or logoff script that includes the registry file.
NB: This solution works only on XP.
