Two different ISP's connected to network for failover. Is this possible?

Good morning everyone! I have encountered something I have not dealt with
before and could use some help.
Just started a new position with a small company which is using time warner
business class as there ISP. Since we are at the beach and have service
interupted quite a bit, they would like to have a secondary ISP setup like
dsl in case time warner goes out. We have VoIP phones here and everytime
time warner goes out due to whatever reason, our phones are down as well as
our systems. Has anyone done this before or anyone know of a better solution?
