You can keep both servers running then make exclusions for the addresses the
other DHCP server hands out. This does not affect reservations, make the
same reservations on both DHCP servers, the reservations will override the
exclusions. So, even if the reservations are within the excluded range on
one of the DHCP servers, it will still be assigned.
Use Netsh for exporting and importing the DHCP data base from one to the
other. Then, created your exclusions. There is no need changing the DHCP
authorizations, leave them both authorized in AD.
