yes. i am using the 'ip address'.
i did not use '/set'' command. what is the right command should i use?
i used eg. "net time /setsntp:10.1.1.1"

You used the actual IP address and not the name "IPAddress" right? :)
Did you then do Net Time /Set?

i tried the net time /setsntp:IPAddress command on the
non-domain-member machine. i don't see any change on the client time.
the time in the client was 2 minutes faster than the time-server.

Yes. Assume the name of your PDC emulator is: pdcemulator (grin!)...
Go to each client non-domain-member, logon as admin, go to command
line and type:
net time /setsntp:pdcemulator
That'll do it. It will hold through reboots no problem.

Set your PDC emulator server to sync to a time standard externally.
All the other machines with sync to the PDC emulator by default,
without you doing anything.
