I need serious guru help here, svchost*32 port 21 probelm

This is very strange.
I'm running x64 Windows server 2003, all svchost services run in native 64
bit mode, the other day my ftp server (not the windows ftp server) couldn't
bind to port 21. The Windows ftp server was not installed. I did some
research and found that the AppEve service was running in 32 bit mode and
using port 21. I can't just stop this service as it is tied to other
services. How do I reset this service to default settings, or change the
port number that this service listens on. Can anyone shed some light on this
topic? I can't find anything anywhere this.
Oh... and it's not a virus.
