It looks like you have Windows firewall turn on the external NIC. Windows firewall is block ICMP incoming echo request.

I am able to go out to the internet with no problems and VPN and connect to other sites, but I cannot get access to the external NIC. I can connect to the cisco PIX and be granted access to the External NIC's network without any problems
I setup a HUB in between the cisco PIX and the NIC and placed my laptop on the network. I can ping the Cisco but not the External NIC, which would explain why I am unable to get onto the server. I rebooted the server and left a ping running on the external NIC which start to receive packets back. Once the sign is displayed, the ping stops receiving and ttimeout occurs.
I am unable to trace what this problem is. I would be most grateful if anyone can shed any light as to what it may be. Below is a ipconfig /all
