ok, I got it

the only way it will work is by turning off Simple File Sharing

i.e. My computer -> tools -> folder options -> view tab -> last option at
the bottom

This has also been documented on the SysInternals (pstools) site

When I use the pstools psinfo command, I get "access denied."

Is there any thing that could be blocking my connection attempts?

I can connect via remote desktop sharing, but cannot get a simple
tasklist command to work :(

I just got it to work. It gives you a command line list of tasks running
and what session they are under. Did you ensure that you specified the
username as the computername\useraccount correctly? What error are you
getting? The same logon failure? Is there a possible open session to the
other machine and your logged on as a user account? Since it is a single
label name you are trying to connect to, I assume you have NetBIOS name
support in order for it resolve.

tasklist /s TheRemoteMachine /u TheRemoteMachine\administrator /p
