Thanks for posting here.
From your post, my understanding of this issue is: when you try to openWINC MMC, you got the following error:
Either a required impersonation level was not provided, or the provided
impersonation level is invalid.
If this is not correct, please feel free to let me know.
Based on my experience, if the problematic server is a Win2003, you may
look at the Local Security Policy on the problematic server (and the
default domain controller policy on the DC):
If the "Impersonate a client after authentication" User Right
(SeImpersonatePrivilege) was blank, the issue will occur. For more
information, please see:
Overview of the "Impersonate a Client After Authentication" and the "Create
Global Objects" Security Settings http://support.microsoft.com/kb/821546
Please added the "administrators" group and rebooted the server. Also, the
SERVICE account must have this user right.

I see the following error:
"The WINS server you specified cannot be located. The WINS server might be
down, ther might be network problems, orthe WINS service might not be
installed. The error was: Either a required impersonation level was not
provided, or the provided impersonation level is invalid. To retry the
connection, either press F5, or on the Action menu, click Refresh. For more
information about troubleshooting a WINS server, see online Help."
Everything is configured correctly (since WINS resolution is working)
however there must be a security setting that is not allowing me to manage
the WINS server and yes I am signed on as 'administrator' my own account
enterprise admin rights, it doesn't matter what account is used.
remote registry is enabled
the servers point at themselves for wins
I'm at a loss here, has anyone found the fix and can explain why this issue
occurs?
