The steps were more simple than expected. Here they are, I would have
never found the relevance to this since the effected server was not a
DC but it did work.
This is caused by the "Group Policy" setting "Impersonate a client
after authentication" set on Domain Controllers level.
- As a result in "Local Policy" on problem domain controller you will
also see
"Impersonate a client after authentication" set wrong.
- Check for resulting policy settings for "Impersonate a client after
authentication" in "User Rights Assignment". It should include
"service", "IIS_WPG", "ASPNET", and "Administrators" accounts.
Interesting. Would have never thought that setting would cause it.
