DHCP Transfer from 2003 to new 2003 in vlan environment

Currently I am trying to transfer our DHCP service from one windows server 2003 to another 2003 server. We are in a VLan environment (If this changes things) I have tried a few different methods posted from other usenet postings, etc and used Microsoft's KB in trying to solve this issue. (support.microsoft.com/default.aspx?scid=kb;en-us;325473) Basic concept of all of them is: -back up dhcp on old server -disable service on old server -install dhcp on new server -restore dhcp on new server -authorize new server and reconcile all scopes. This all works great, the scopes transfer everything is there. What happens next is: I can get new dhcp addresses on our main vlan 10.1.0.0. I cannot get addresses to release and renew from our other vlans 10.2.0.0, 10.2.4.0.0, etc, etc, etc. Any suggestions or links to point me in the right direction would be very much appreciated. If I've missed anything and need more information let me know. .
