DHCP Client service going doolally!

I am running both FileMon and Process Explorer from sysinternals
(http://www.sysinternals.com/).

Using these programs I can see that the DHCP Client service is continually
creating temporary files in the C:\Documents and Settings\NetworkService
folder. The filename is <hex number>.tmp with an ever increasing hex number
every second!!

This seems to start a few minutes after booting up. If I stop the DHCP
Client service then this problem stops, when I restart the service it starts
creating the tmp files again!

Does anyone know why this is happening? My AV program is picking up these
files and scanning them so I really want to resolve this problem.
