Hi,

Try adding BGInfo into the Startup folder of All Users, instead of just
{your user}.

To add to the All Users, right click Start > Explore and navigate to All
Users > Start Menu > Programs > Startup. Drag the BGInfo from {your profile}
> Start Menu > Programs > Startup to the Startup folder under All Users.

This should do the trick. :)
