DHCP Option : Release DHCP Lease on Shutdown (1) doesn't work

on a w2K3 SP1 DHCP Server , I have enabled the Microsoft Option : Release
DHCP
Lease on Shutdown (value 1) on the DHCP Server (Server Options) but the dhcp
clients (W2K + XP) don't release
their IP address when they properly shutdown (No event 12 in the DHCP log
and nothing happens in the perfmon-dhcp-release/s counter).
Any idea?
