Anybody know of a utility to trace/debug activity at a port?

Quite simply, I have a service running on an embedded XP system that
(should) be listening on port 1300. I have a diagnostic perl utility
that will test that port by addressing it (from the outside), look for
a response and respond as to whether it got one or not. For example I
could pass it the server name and port 80 and it would reply back in
the affirmative.

I am not getting a reply back from the port my service is running on.
But I don't know how to further debug what is going on at the port
level. As I write this I'm thinking perhaps Ethereal? Anyway, any
ideas would be appreciated.
