Port forwarding not working

I'm using Aztech DSL 305EU router modem.
I'd setup the port forwadring both internal and external port 80
request for TCP to be forwarded to IP 10.0.0.14. But it seems like not
working as excepted. I access to the public IP: 202.188.195.11, it goes
to my modem web configuration interface rather than the web server at
10.0.0.14.
I have a question in mind. Since my modem router have web configuration
interface, when I key in the public IP or internal IP of the modem into
web browser, it will go to the web configuuration interface for me.
Even if I set the port forwarding, how will it knows all the request
made to port 80 should be forwarded to 10.0.0.14 or to the modem web
interface?
Did I have a wrong understanding on the concept?
Does anyone can guide me how to made the web server available to public
instead of the router web configuration interface.
All I need is simple:
I have a local IP: 10.0.0.4.
The router modem local IP: 10.0.0.2.
The router modem public IP: 202.188.195.11
I want those from public Internet, be able to access to my web server
at 10.0.0.4.
Anyone can guide me?
