The "problem" you see of the workstations trying to become master
browsers is a symptom, not a cause. A workstation usually gets a browse list
by querying WINS with the special name <domainname 1b> which is the domain
master browser. When it gets the address from WINS, it contacts the DMB to
get the browse list.
If a workstation cannot get a browse list (for whatever reason), it
assumes that browsing has failed and initiates a browser election. It
triggers a browser election by announcing itself as the master browser.
Other potential browsers then respond with "bids" in the election.
