My W2K3 shutdown event tracker is still at the default installation value of
"not configured" and I do not have the restart problem the OP does.
However, I DID have the problem before I adjusted my hardware BIOS to
"restart to previous state" (or similar). Before that, the (DELL) BIOS was
set to NOT auto-restart after a power failure.
