DHCP Problem

I have an active directory Domain and distribute IP addresses with DHCP.
Problem is that every so often the DHCP server fails to assign ip's. I go
into the Services in Admin tools and I find that the DHCP "Server" service is
disabled and stopped but the Client service instead is enabled and started. I
can seem to find what is causing this.
