Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Solarwinds Engineer Tools can do it. I know of nothing native to Windows. If
you have managed switches you can do it as well. Look at your MAC address
table and trace to the port, show the port info and it should show the IP
address learned from the port.
