DHCP and AD

I have an environment whereby I need to deploy 15 x 2003 DHCP servers. I want
to create AD user accounts for remote management of DHCP via MMC. I however
do not want to create the DHCP servers as DC but rather member servers due to
increased replication traffic over WAN. The client machines which will be
used to manage DHCP are not members of the domain. My question is, can I
create AD users and then add them to the local DHCP admin group on the DHCP
member servers and then have these accounts used on client machines that are
not part of the domain? It seems that while I can create the accounts these
accounts when used on client machine will not allow management of dhcp. I
can use these accounts directly on the dhcp server to manage DHCP ok. Any
help most appreciated.
