Hmm ... it seems you're facing a packet retransmission issue
or some similar connectivity issue; I'd try to run some diagnostics
on the wire to check the connection, to do so you may start by
downloading the netperf binaries for windows from this site
ftp://ftp.cup.hp.com/dist/networking/benchmarks/netperf/binaries/2.1pl1/win32/x86/
just be sure to get both the netperf and the netserver binaries, now
run the netserv on one of the machines and then start the netperf on
the other (pointing it to the netserver address) this should give you
some "numbers" which may be useful to spot line problems; for more
details about netperf please look at the manual which can be found
at this URL
