FTP Login does not run logon or logoff scripts

Have windows 2003 server without sp1 in an windows nt domain.
Local username set to run logon script in username config, netlogon share to
local directory, auditing on script, does not run logon.
Set group policy on local server to run logon, logoff script in local group
policy default directories, also with auditing on script, does not run either.
FTP IIS 6.0 locked down no anonymous, localuser username directory works fine.
map drive as ftp username auditior shows read-execute access.
If logoff script would run would enable subsequent processing of deposited
files. since we have mainframe, unix (many flavors), openvms, and others,
need to use basic ftp to move files to this server for special processing
then ftp to next destination.
