You *never* want to disable the computer browser service
on the PDC / PDC emulator because that is the only machine
which can be the DMB unless you W2k3 or higher, you can
transfer the PDC eumlator role to another DC on your domain.

If you have the computer browser service disabled on the PDC this
will cause your problem. The PDC will query itself since it is the DMB.

Have you tried rebuilding the tcp/ip stack on the W2k3
server? Open the properties of the primary NIC on DC1
and uncheck tcp/ip then close. Now go back in and re-enable
tcp/ip. Now run Browstat.
