Slow access to network

We have two servers running terminal services.

One is W2K3 Standard with 4GigRam and the other is W2k3 with 8GigRam. They
are connected via 1GigaBit Ethernet. The Standard Server holds the PDC for
both computers. There are no other computers on the network.

We run an Access program where the front end forms are on the Enterprise
server and the Access data container is on the Standard Server. The access
forms are connected to the Data container using attached tables. No ODBC.

When the Access form is opened from the Enterprise server with the tables
connected to a data container on the Standard Server the time it takes to
fully open is 45 Seconds. When it is opened with the data container on the
same computer the time is about 2 seconds.

I've tried it on a different network where the data container is located on
a W2K Small business server. Much slower machine with only 100 GigaBit
ethernet. The time in that instance is about 7 Seconds. This is what we find
at most networked locations operating the access software.

When the test is tried the other way around. Meaning when the Data
containder is on the Enterprise Server and the connected form is on the
Standard server the time is about 6 seconds.

I've tried to download a 200 meg file which takes 5 seconds from the
Enterprise to the Standard from the Standard and from the Standard to the
Enterprise from the Enterprise it takes 20 seconds. Form the Enterprise to
the Standard from the Enterprise it takes 13 Seconds and from the Standard to
the Enterprise from the Standard it takes about 8 seconds. To move this same
file from one computer to another on the other 100 megabit network the time
is about 15 seconds.

So far I've tried to bypass the Switch by using a cross over cable with the
same result.

I've checked out the NIC's configuration and found that although the NICs
appear to be the same the drivers used are different. On is Microsolf and the
other is Intel. Could that have an effect?

Is it possible that the Permissions are not setup correctly so that the PDC
is doing too much authentication of security check but only on one computer.
I've tested this logged in as Administrator on the PDC on both computers.
Can you
think of any Network OS configuration reason why this one way speed
differential should occur.?
