1) Has this occurred to the system? If not, continue reading below.
Unable to Log on if the Boot Partition Drive Letter Has Changed:

2) It's possible something replaced userinit.exe in the registry. Check
this key: HKLM/Software/Microsoft/Windows NT/Current
Version/Winlogon/Userinit

Ensure that it points to where userinit.exe is located. It may in fact be
pointing to a non-existent file name. You can attempt a manual edit/fix or
visit a known good machine to compare and restore the above key.

3) Check this key:
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management

Ensure that it points at the correct drive(s) for the pagefile.

4) If the user logging on does not have proper NTFS permissions to their
user profile, 'All Users Profile', or system files this behavior may occur.
Since you cannot logon to the system, map a drive to the problem system from
another computer to verify the permissions of the following folders:

System32
Documents and Settings\<Username>
Drive root where the pagefile is located

5) Re-apply the system default permissions if step 4 fails.

6) If all else fails perform a Repair Installation:
