need help for creating a new user in the new domain controller which is also an exchanger server installed

hi,

when i open active directory users and computer and start to add new user .
at the end it will ask about the exchange mail box and when i click finish
button it is displaying error dialog box about the check of password length
, password security ,password complexity.

the error is following

" WINDOWS CANNOT SET THE PASSWORD FOR USER BECAUSE
THE PASSWORD DOES NOT MEET THE PASSWORD POLICY REQUIREMENTS.
'CHECK THE MINIMUM PASSWORD LENGTH,PASSWORD COMPLEXITY, AND PASSWORD HISTORY
REQUIREMENTS "

Remember : This computer is exchange server with domain controller"

and although i have set password policy in the "Domain Security Policy"
