How to open up a range of ports on Windows 2003's ICF?

Running FTP on Windows 2003 Server and I already have the FTP port open thru
ICF, but I need to open a range of ports (50000 - 50100) for passive mode due
to me being behind a NAT/Proxy. How do I do this?
